Rural Outreach and Advocacy for Resilience

The Rural Outreach and Advocacy for Resilience (ROAR) project addresses tobacco retail availability in rural areas of Northern California. The primary objective of this project is to partner with at least 10 organizations representing or serving Rural and/or Latino populations in Butte and Colusa Counties to contribute to the project's tobacco prevention work. The secondary objective is to work toward comprehensive tobacco retail licensing in jurisdictions within Butte and Colusa Counties. The comprehensive tobacco retail licensing includes:

- Eliminating the sale of menthol and other flavored products
- Eliminating product sales from pharmacies and healthcare providers
- Restricting the number, location, and/or density of tobacco retail outlets
- Restricting coupon redemption and/or discount programs for tobacco products
- Eliminating the sale of classes of tobacco products, or product packaging, and setting a minimum retail sale price for tobacco products
The policy will designate a portion of the annual licensing feel to ensure adequate enforcement of the policy and will exclude any provision that criminalizes a person for the purchase, use, or possession of tobacco products.

Rural Outreach and Advocacy for Resilience (ROAR) addresses tobacco retail availability in rural communities of Northern California. Through meaningful partnerships and with the support of the communities most impacted by tobacco-related harm, ROAR is working on the following solutions:
- Comprehensive tobacco retail licensing policies in Butte and Colusa Counties
- Community Engagement Agreements (CEAs) with local organizations to advance tobacco policy campaigns
- Leadership development through trainings and advocacy events
- Retail observations and education to reduce tobacco product waste and improve retail practices
