CBA Specialist/Project Coordinator I
ETR Associates, a private, non-profit, health education organization, is seeking a qualified person to join its Center for Sexual and Reproductive Health Department (CSRHP) as Project Coordinator.
Education, Training and Research (ETR) Associates is a national center for publications, training, research and clearinghouse services in family life, and comprehensive health education, substance abuse prevention, HIV/AIDS prevention and tobacco use education and prevention. ETR’s publishing division publishes and distributes curricula, books and pamphlets in these areas for schools, clinics and youth-serving organizations across the country.
Summary
Reporting to the Project Director in ETR’s San Francisco Branch Office, the CBA Specialist/PCI for the CDC/DHAP HIV Prevention Capacity Building Project will be responsible for the implementation of the capacity building assistance (CBA) of Evidence Based Interventions (EBIs) and Public Health Strategies (PHS) provided to Community-Based Organizations (CBOs). This position will have a major role in the conceptualization and implementation of a CBA library and website. The CBA Specialist/PCI will have responsibility to nationally market services to CBOs. In addition they will be responsible for facilitating, implementing and evaluating EBI trainings as well as developing project training designs, manuals and CBA materials.
Responsibilities and Duties
- Coordinates and implements entire scope of CBA, including EBIs, Public Health Strategies (PHS) and the development and delivery of any related supplemental materials or trainings, to CBOs nationally with input from the Project Director.
- Collaborates with Logistics Specialist, Project Director, assigned Diffusion Teams and Academy of Educational Development (AED) to coordinate all trainings.
- Works in collaboration with the Project Director to recruit and convene an advisory board with the required representatives. Coordinates the advisory board’s review of materials as needed.
- Works with the Webmaster to create a CBA project website including restricted access to sections designated for CDC/DHAP and assigned CBOs.
- Develops an online CBA library of relevant materials and supplemental curricula that support EBIs and PHS.
- Serves in the capacity of trainer on assigned EBIs as a part of the National EBI Training Team.
- Assists with the supervision of project consultants as needed.
- Works in collaboration with Evaluation Team and participates in the conceptualization, development, implementation and evaluation of project systems, services, protocols and activities.
- Acts as project liaison and ETR representative to collaborate as needed with other CBA partners and the CBA National Resource Center through the AED.
- Maintains expertise in sexual and reproductive health (especially HIV/AIDS issues) including staying up-to-date in research, program literature, current HIV prevention interventions, EBIs, public health strategies and capacity-building methodology.
- Assists with the adaptation of HIV prevention interventions and EBIs and strategies to the cultural and environmental needs of the project's consumers as a part of CBA.
- Participates in the monitoring of the project's budget and expenditures and communicates with supervisor if any concerns arise.
- Contributes to the writing of the project's progress reports, re-application proposals, technical reviews and or new proposals that are relevant to the CBA project.
- Requires regular travel for trainings and technical assistance as requested by project funder. Duration of travel can last anywhere from two and seven days.
- Requires travel to scheduled conferences as assigned.
- May contribute ideas for strategic planning and resource development.
Accountabilities
- Maintains effective monitoring systems to ensure that all project activities are completed in a timely manner.
- Maintains CDC’s CRIS Requests in an effective and timely manner.
- Meets project objectives in a way that is consistent with the CDC/DHAP and ETR's project standards and budget parameters.
- Establishes & maintains collegial and cooperative relationships with all project staff, clients, partners, consultants, other CBA providers and CDC/DHAP.
- Works independently to organize tasks as well as participates in cooperative project planning.
- Develops and delivers high quality project service, promotional and training materials based on current research, health behavior theories, adult learning principles and evidence on best practice, presented in a way that is culturally appropriate, creative, easy-to-use and practical for project consumers.
- Produces high quality, well-written reports and correspondence to project clients, partners, consultants, other CBA providers and CDC/DHAP.
- Satisfactorily completes assigned and routine projects and responsibilities within stated timelines.
- Contributes to improving office and/or project procedures with creative and practical ideas.
- Participates in bi-weekly team meetings and monthly CSRHP meetings.
- Participates and contributes ideas in CSRHP strategic planning.
- Follows agency policies and procedures.
- Maintains confidentiality of sensitive information.
Qualifications
- BA/BS degree or equivalent experience required.
- Three to five years of experience with providing technical assistance or capacity building assistance to community-based organizations and/or health departments.
- Three to five years’ experience in implementing HIV prevention interventions and/or strategies for diverse populations in community-based organizations, especially interventions for women and youth.
- At least one year of experience in the management and coordination of multiple programs.
- Three to five years in training adult learners in a variety of environments.
- Comprehensive knowledge of public health, HIV/AIDS prevention and treatment, sexual and reproductive health, training theory and approaches.
- Extensive knowledge of the cultural values, beliefs, needs and expectations of all populations prioritized by CDC/DHAP as specified in the project goal.
- Strong skills in the conceptualization, design and development of training and participant materials, manuals and CBA materials.
- Strong skills in group facilitation and presentation.
- Excellent writing and communication skills.
- Ability to balance completion of project duties, both short and long term, with the execution of daily routine duties.
- Ability to meet short deadlines and willingness to work additional hours during trainings and deadline periods.
- Demonstrates computer competence including Microsoft Word, PowerPoint, Adobe and Excel.
- Willingness and ability to travel as required.
- Valid California driver's license and proof of insurance certificate is required.
Salary Range: Salary to commensurate with experience. Full time. Grade level 5. Exempt.
