Tobacco Education Clearinghouse of California (TECC) Project Director

ETR Associates, a private, non-profit, health education organization, is seeking a qualified person to join its Clearinghouse Department as a Project Director for TECC.

Education, Training and Research (ETR) Associates is a national center for publications, training, research and clearinghouse services in family life, and comprehensive health education, substance abuse prevention, HIV/AIDS prevention and tobacco use education and prevention. ETR’s publishing division publishes and distributes curricula, books and pamphlets in these areas for schools, clinics and youth-serving organizations across the country.

Overview

Reporting to the Clearinghouse Services Director, the TECC Project Director is a senior member of the Clearinghouse Department and is responsible for day-to-day operations of the Tobacco Education Clearinghouse of California. TECC is funded by the California Department of Public Health (CDPH), Tobacco Control Program (TCP) to provide TCP-funded projects with a broad array of professional resources and support services.

The clearinghouse offers the following services to TCP-funded projects:
  • A sales catalog of low/no cost tobacco education materials (also available to non-funded and out-of-state projects)
  • Professional research assistance
  • A library of over 25,000 tobacco-related materials
  • Material development assistance

The TECC Project Director should be: creative, resourceful and innovative; a leader who takes initiative and develops teams and partnerships; who is experienced in managing professionals who develop and publish educational material; and who is savvy and aware of the process, from initial steps of message and design concepts, to page lay out and design. In addition, the TECC Project Director should possess a marketing bent and expertise.

Responsibilities and Duties

  • Supervises the following TECC team leaders: Production and Distribution Manager, Resource Library Coordinator, Web/Database Coordinator, Material Development Coordinator, and Administrative Assistant.
  • Responsible for working with TECC team leaders to draft TECC policies and procedures related to specific program areas and keep updated as necessary. Provides final draft of policies and procedures to Clearinghouse Services Director for final review/approval. Meets routinely with the TECC team leaders to coordinate planning and implementation of activities and timelines.
  • Shares the responsibility with TECC team leaders for drafting and updating staff job descriptions/job announcements under their supervision, and for assessment of staff training needs. Provides final drafts of job descriptions and recommendations for staff training to the Clearinghouse Services Director.
  • Responsible for recruiting and hiring new employees. Makes hiring recommendations to the Clearinghouse Services Director.
  • Acts as liaison with the California Department of Public Health, Tobacco Control Program (TCP) on routine tasks and day-to-day operations as well as policy issues, scope of work development/revisions, contract negotiations, discussion of new projects proposed, and participation in TCP Work Groups, conferences and training. Prepares updates on status of the TECC scope of work/work plan for Clearinghouse Services Director on routine basis.
  • Responsible for overall monitoring the TECC budget and any necessary budget revisions. Develops revenue/expense analyses, projections, and reports and performs financial forecasting and reconciliation of internal accounts. Reviews monthly ETR/TECC financial reports for accuracy and oversees spending. Serves as the primary liaison to the ETR Finance Director for TECC. Reviews/approves purchase orders and project expenditures as appropriate.
  • Responsible for implementing the TECC Scope of Work that is part of the agreement with TCP and preparing and submitting any revisions. Works with the TECC team leaders to develop work plans and monitor progress toward meeting all objectives and completing all activities in the scope of work.
  • Responsible for the preparations of TECC progress reports to TCP and for clarifying for the staff the expectations and structure of the report, process for gathering data, and staff assignments.
  • Responsible for coordinating the implementation and successful completion of materials development and other special projects that are directly handled by TECC and/or its subcontractors, including monitoring of subcontracts as appropriate.
  • Manages the business functions of TECC materials production, marketing, sales, and distribution. Serves as the primary negotiator for distributed materials. Researches and develops pricing policies and recommends appropriate sales channels. Recommends pricing for new materials. Analyzes prices and recommends the pricing structure for the catalog.
  • Ensures the coordination of systems and policies regarding fulfillment, credit, and direct mail. Oversees the monthly and yearly closing of fulfillment and inventory.
  • Responsible for overseeing the marketing of TECC materials and services. Manages any contracts for marketing services. Develops and implements a strategic marketing plan. Stays abreast of changes in the environment and plans accordingly. Recommends materials to be discontinued.
  • Responsible for the oversight and management of all TECC websites.
  • Recommends/discusses need for use of subcontractors and consultants with the Clearinghouse Services Director, including recommendations for specific subcontractors/consultants. Responsible for preparation of contracts and contract addenda for final approval by the Clearinghouse Services Director and ETR management. Manages the implementation of contracts.
  • Provides oversight and direction for ETR evaluation staff regarding the implementation of the TECC evaluation components per the scope of work and the evaluation work plan, which includes the development and implementation of plans for client surveys/needs assessment and other types of TECC surveys, the design of survey instruments, the survey process, subsequent data entry and analysis, the reporting of results, and communicates results to TECC staff and TCP.
  • Ensures that an updated style sheet is available for use by staff in preparing materials that are compatible with TCP's style and with standard publishing style. Ensures that staff members are knowledgeable and comply with the style sheet. Reviews and refines print materials drafted by TECC staff prior to submission to the Clearinghouse Services Director for final review.

Other Responsibilities and Duties:

  • Oversees the use of volunteers and student interns in collaboration with the appropriate TECC staff.
  • In collaboration with the Clearinghouse Services Director, provides leadership in department resource development efforts and strategic planning.
  • In coordination with the Clearinghouse Services Director, maintains liaison with other national and state clearinghouses and researches "best practices" for clearinghouse functions and tobacco education, providing that information to TECC staff.
  • In collaboration with the managers of other Clearinghouse Services projects, provides input to the Clearinghouse Services Director on departmental policies and procedures and meets with the Clearinghouse Services Director and other managers on a weekly basis to identify/discuss departmental issues that need to be addressed.
  • Participates in TECC, Clearinghouse, and ETR staff meetings.
  • Performs other related duties as assigned.

Accountabilities

  • Completes TECC/Clearinghouse activities within budget and according to established timelines.
  • Provides responsible supervision of TECC staff.
  • Maintains confidentiality of sensitive information as appropriate, including but not limited to, budget and personnel matters.
  • Prioritizes tasks, analyzes needs, and provides recommendations to the Clearinghouse Services Director in a timely manner.
  • Creates/supports a positive work environment, not only within TECC, but also within the department and agency.
  • Follows and supports agency policies and procedures.
  • Coordinates effectively with other members of the TECC/Clearinghouse staff, with TCP, and with TCP-funded projects. Is sensitive to the needs of TCP and maintains positive working relationships with TCP staff.
  • Utilizes sound planning principles in development of task plans, overall project proposals/plans, surveys, and needs assessments.
  • Provides effective, efficient coordination of TECC workflow and staff utilization. Ensures that program materials and products are accurate, well-written with no typographical errors, and of high quality.
  • Demonstrates ability to identify potential problem situations and correct the situation, asking for assistance if necessary.
  • Provides creative conceptual leadership in exploring new projects and technology.

Qualifications

REQUIRED:

  • Master’s degree or equivalent in a field such as accounting, business, communications, marketing, health administration, public administration, or Bachelor's degree in one of those fields combined with equivalent experience.
  • At least five years of experience in program management and/or business fulfillment, including development of plans and budget development/monitoring.
  • At lease three years' experience in supervising staff.
  • Knowledge of business management fundamentals including personnel and fiscal management.
  • Demonstrated ability to provide leadership and to motivate staff.
  • Ability to assume responsibility for project and department decisions and actions.
  • Ability to evaluate progress toward project and business goals, forecast future utilization and sales, and develop plans for growth.
  • Ability to develop and implement policies and procedures.
  • Ability to communicate effectively verbally and in writing.
  • Ability to provide initiative and independently manage a complex project with multiple tasks from conception to completion.
  • Ability to work effectively and coordinate with various local, county, and statewide projects as well as funding agencies.
  • Available for occasional travel to Sacramento and various other sites in California and nationwide as assigned, with a valid California driver's license and proof of insurance required.

PREFERRED:

  • Knowledge/experience with the publishing process.
  • Previous experience in health marketing or education programs, particularly those related to tobacco control.
  • Experience in outreach/marketing of services.
  • At least two years' experience with survey and/or statistical reporting instruments.
  • Experience in serving and working with culturally diverse people.

 

Salary Range:         $67,000 to $72,000 annually, DOE. Full time. Grade Level 5, Exempt.
